Message from Michael

Dear Neighbor & Friend!
April has been bustling in Miami Beach with exciting events including Dream in Green's Fifth Anniversary, the 23rd Annual AIDS Walk benefiting CARE Resource, the Black's Annual Gala and still others! Upcoming are Miami Beach's Third Annual Gay Pride, to be held at noon Saturday, April 16th on Ocean Drive as well as ECOMB's GreenRaiser, where, on April 21st at the Sagamore, I am honored to be receiving an Emerald Green City Award for strides made in the area of sustainability.
 
The Miami Beach Commission gathered for our monthly meeting on April 13th.  Two issues seemed to dominate the agenda.  The first was a rather significant and lengthy discussion on towing in Miami Beach.  In addition to private towing, for years, Beach Towing and Tremont Towing have been the City’s vendors to handle public towing.  Recently, multiple and divergent views seem to have emerged regarding where to have towing and how towing should be conducted.  Partially as a result of this, the City Commission directed the Manager to research moving towing to Terminal Island with the City of Miami Beach operating towing services.  This item will certainly reappear before Commission in upcoming months.  The other issue, deferred until May, is the status of the tennis courts, including details such as court composition and bathroom locations.  Please reach out to me should you have suggestions on either issue.
 
Next week, several City Committee meetings will take place.  On April 19th at 5pm, the Sustainability Committee will hold its regular third Tuesday, monthly meeting in the City Manager's Large Conference Room.  This month we will be discussing transportation-related issues.  As Chair of this Committee, I welcome suggestions on sustainable ways of making our City even better.  On Thursday, April 21st at 4pm, the Land Use and Development Committee will meet to discuss land use matters impacting quality of life in Miami Beach.  If you are interested in attending or receiving an agenda for either meeting, please don't hesitate to contact Diana or me.
 
I appreciate having been recognized by Unity Coalition on Thursday, April 14th at the Annual Leaders, Legends and Lovelies event.  This wonderful evening was hosted by Elaine Lancaster and recognized leaders including Mayor Matti Bower, out former Major League Baseball player Billy Bean and Michael Holtz, Mr. Gay USA for their community service.  What a great launch for this weekend's Gay Pride!
 
Last, since it was on April 14th, I would like to wish my beloved sister Maya Sherrill a belated very happy birthday!
 
On behalf of Diana, my family and myself, please enjoy a Happy Passover, Happy Easter and have a beautiful, blessed month.

March is always one of my favorite months.  On top of the fact that the weather is usually perfect and we revert to daylight savings time.... it also marks my birthday at the end of the month.  It also has been a very busy month in Miami Beach.  Between Miami Beach International Fashion Week, South Beach Comedy Fest, Winter Party, Winter Music Conference and other special events Miami Beach has been quite the hot spot.

Miami Beach Launches an Adopt-a-Beach Pilot Program-ECOMB, in partnership with the City of Miami Beach, has begun an Adopt-a-Beach Pilot Program in Miami Beach. Interested organizations, local businesses, volunteer groups, and non-profits may apply to adopt a pre-defined section of beach for a one-year period. An Adopt-a-Beach launch party will be held at The Palms Hotel (3025 Collins Avenue) on Tuesday, March 22 at 6:00 p.m. to raise awareness about the program and encourage local businesses to participate.  Please click on read more>

Michael's Message
As the chair of the Sustainability Committee for the City of Miami Beach, I am proud to introduce a new section of newsletter entitled the Green Corner. The Green Corner will consist of an update of the major components of the City of Miami Beach Sustainability Plan. The major components of the Sustainability Plan consist of Water Quality and Conservation; Natural Resource Management; Energy Conservation; Green Building; Alternative Transportation; Solid Waste; Education and Outreach. Each month the Sustainability Committee tackles one of these components. This month we will be highlighting Solid Waste. The Green Corner will also consist of green tips and green community events. Remember: Think Green!

On January 13, 2010, the City of Miami Beach Commission passed and adopted a revision to Human Rights Ordinance designed to strengthen and improve the City’s original Human Rights Ordinance, which was passed in 1992. A major component to the revised Ordinance was the establishment of the City of Miami Beach Human Rights Committee.  The Committee met for the first time on March 8, 2011. Message from Michael

Dear Friend & Neighbor, 
  
I'd like to wish you health, peace and joy in 2011 and always!  As we start this New Year, I am reminded that this is a time for 'resolutions,' or as I prefer, 'goal-setting' for the remainder of the year.  I have several goals on your behalf for the City of Miami Beach.  One of these goals was realized on January 19, 2011, when the City enacted its Sustainability Plan.  This important step towards the sustainability of our community recognizes that environmental issues are vital in Miami Beach.  Please continue reading this month's newsletter for key information below regarding the Sustainability Plan.
 
Not only is the health of our environment crucial to ensuring a sustainable Miami Beach, but our finances are of paramount importance to that end.  Hence, although Miami Beach effectuated pension reform last year, we must continue to identify opportunities to do more with less as well as control costs.  Additionally, we must look for untapped revenue that can strengthen our budget without raising fees or taxes.  The City must find these solutions without further burden to our residents.
 
A state-of-the-art Miami Beach Convention Center must be a priority and I am focused on developing a future center that will ensure Miami Beach's status as a leader in the tourism industry.  Crucial to its success is securing adequate funding for its construction since the anticipated costs of building a new Convention Center are in the hundreds of millions of dollars.  However, since the Miami Beach Convention Center is the economic engine for the City of Miami Beach as well as Miami-Dade County, I am confident that we will find solutions to funding this much-needed public center.
 
The Building Department is in need of its own 'remodeling' if it is to become more user-friendly and efficient.  The City of Miami Beach is currently interviewing to fill key positions in both Building and Capital Improvements departments to catalyze positive change to long-standing problems.
 
Personally, I am committed to maximizing my health by exercising more and improving my diet.  I also want to spend more quality time with family and friends.  I welcome your thoughts on how to realize these goals, either my Commission or personal ones!  I also welcome knowing your goals and seeing how we can work together to achieve them.
 
In closing, I wish my wonderful father, Alberto Gongora, a very happy birthday on his special day - January 20th!

The City's Sustainability Plan-
As Sustainability is a term that refers to the level to which a system or process in its current state will be able to meet the economic, environmental, and social needs of future generations. The purpose of the Sustainability Plan is to guide the community to plan and act more sustainably by providing structure to its long-term and short-term resource management and policy decisions. The Sustainability Plan provides structure and focus to existing and future green policies and initiatives. The purpose of the Plan is to improve and preserve our resources, prevent harm to the natural environment, protect human health, and benefit the social, economic, and environmental well-being of the community for present and future generations. The objective of the City of Miami Beach's Sustainability Plan is to assist the City in accomplishing its Key Intended Outcome (KIO) of enhancing environmental sustainability and also guide the Sustainability Committee in its mission. The Plan is comprised of ten (10) Program Areas that are the topics within which to concentrate economic, environmental and social improvement efforts. The Program Areas include:
 
      1.) Green Building & Housing
      2.) Solid Waste Management
      3.) Water Conservation & Quality
      4.) Energy Conservation
      5.) Alternative Transportation
      6.) Natural Resources & Ecosystem Management
      7.) Community Outreach & Civic Participation
      8.) Green Procurement
      9.) Economic Development & Planning
     10.) Air Quality & Climate Change
 
The City of Miami Beach has made progress in regards to sustainable initiatives. Please find below highlights of existing city sustainable initiatives:

1.      Water Quality and Conservation
  • Partner with the County for the showerhead exchange program   
  • Development of the Stormwater Master Plan Rain barrels in community gardens
  • Upgrade of fixtures in city buildings (related to Ameresco performance contract)
 
2.      Natural Resource Management:
  • Dune enhancement program with volunteers to restore protective dunes
  • Marine debris removal program by waterway contractor
  • Urban reforestation program (cleaner air, decrease heat island)
 
3.      Energy Conservation:
  • Ameresco energy audit and performance contracting that will reduce energy consumption by municipal buildings, reduce carbon footprint, reduce energy costs
 
4.      Green Building:
  • Greenbuilding ordinance voluntary program that allows private entities to save on permit fees while reducing energy, waste, and water use impacts of building infrastructure
 
5.      Alternative Transportation:
  • Atlantic Greenway Network system of recreational corridors and bike paths that support alternative transportation, cleaner air, less congestion, less consumption of fuel
  • Bike Share Program Local Bus Circulators (South Beach Local)
6.      Solid Waste:
  • Draft Recycling Citywide Ordinance (going to Finance in January)
  • Single-Stream recycling in public right of ways (Lincoln Rd, Collins Ave, beach entrances, parks)
  • Single stream recycling for single family homes, at city hall and other city facilities.
 
7.      Education & Outreach
  • America Recycles Day - America Recycles Day took place on Sunday, November 21st on Lincoln Road at the Euclid Circle. Representatives from the recycling industry, non-profit environmental organizations, Miami-Dade County and the City of Miami Beach staff will have informational booths and fun, educational activities for children.  In addition, the City will be providing free household hazardous waste drop-off at the parking lot on 41st Street & Chase Avenue. 
  • Earth Day events- In 2010 included a week-long Environmental Awareness Campaign and Farmer’s Market for employees. In addition, a Family Run on the beach and educational booth on Lincoln Road were also held in honor of Earth Day on April 25th.

Discount Prescription Drug Program- In the current economic climate, where people are watching their spending, the City of Miami Beach is launching a program to help provide residents with some relief from the high cost of prescription drugs. The city is making free prescription discount cards available to our residents through a program sponsored by the National League of Cities (NLC). The discount cards offer city residents an average saving of 20% of the retail price of commonly prescribed medications which are not already covered by health insurance. The discount cards may be used by all residents of Miami Beach and has no restrictions based on the resident’s age, income level, or existing health coverage. The discount card benefits not only those without insurance, but can also be used by underinsured residents to obtain prescriptions that are excluded from health plans. Bicyclists & Motorists Share the Road Washington Avenue (South Pointe Drive to Dade Boulevard) - The City of Miami Beach is striping shared lane bicycle markings along Washington Avenue from South Pointe Drive to Dade Boulevard. The intent of this project is to improve bicycle safety by encouraging bicyclists to ride:
 
·         On the road not on the sidewalk
·         In the same direction as the other vehicles; and,
·         Outside the car door zone

 
These new pavement markings notify motorists that they must share the road with bicyclists. Washington Avenue will soon have bike racks on every block from 4 to 17 streets and bicycle sharing/rental stations throughout the corridor. Florida Department of Transportation (FDOT) Current and Upcoming Construction Projects in and around Miami Beach Update:
 
1) Port of Miami Tunnel Project- According to the December 2010 Port of Miami Tunnel (POMT) Progress Report, the design and construction phases of the POMT Project are moving forward as scheduled. FDOT has reported that during a Palm-Hibiscus-Star homeowner’s association meeting, a concern was brought up to FDOT regarding the current roadway conditions on westbound MacArthur Causeway. A portion of the outside westbound travel lane has been temporarily repaved; however, in response to this concern, the concessionaires/contractor will be placing a temporary asphalt overlay on both eastbound and westbound lanes. The contractor is currently finalizing the schedule and maintenance of traffic for the temporary asphalt overlay work, and estimates that this work will begin within the next few weeks. At this time, it is anticipated that the final restoration of the lanes will occur toward the end of the project’s completion date.
 
2) SR 112/I-195 Roadway Project- Through May 2012, the contractor will be widening the roadway, which will result in the intermittent partial closures of eastbound and westbound traffic between SR 9A/I-95/NW10 Avenue and Biscayne Bay as follows:
 
Single lane closures: 
9am to 3:30 pm- Sunday through Thursday
9pm to 5:30am Monday through Thursday
12am to 9am Friday
12am to 10:00 am- Saturday
12am to 5:30am- Sunday
 
Dual Lanes Closures (Contractor may reduce traffic to one lane only)
12am to 5:30am- Monday through Thursday
2am to 6:30 am- Friday and Saturday
2am to 5:30 am- Sunday
 
Upcoming FDOT Construction Projects
 
1) The Venetian Causeway- In January 2011, the County will be starting construction on a streetscape project on the Venetian Causeway, from Biscayne Island in Miami to Belle Isle in Miami Beach. The County has confirmed that they will coordinate any anticipated closures with the City ahead of time.
 
2) Mill and Resurface 71st and Normandy Drive- FDOT has upcoming construction projects along 71st Street and Normandy Drive, from West Bay Road to Collins Avenue, scheduled to begin on January 10, 2011 and completed in October 2011. The roadway improvements will include the following: milling and resurfacing, bike lanes, minor drainage improvements, pedestrian improvements, the conversion of Rue Vendome to a one-way street, and new traffic signals at 71st Street and Rue Vendome. FDOT will be distributing project fact sheets for the 71st Street and Normandy Drive projects to impacted residents and businesses within the next week. From January to March 2011, there will be an overlap between the Collins Ave, from 63rd to 75th Streets project and the 71st Street and Normandy Drive projects. The FDOT Project Administrator for both projects is Anthony Sebbag, and has assured the City that construction activities for these projects will not conflict with one another. Additionally, the advances schedule for the Collins Avenue project will help to ensure that all major paving work is completed prior to any major work beginning on 71st Street and Normandy Drive.
3) Mill and Resurface 5th Street- FDOT also has a construction project on 5th Street, from West Avenue to Collins Avenue Scheduled to begin on April 25, 2011 and completed in November 2011. The roadway improvements will include the following: milling and resurfacing, replacement of damaged sidewalks and curb and gutters, upgrades to pedestrian ramps to comply with ADA standards, the installation of countdown and audible pedestrian signals, and the implementation of safety recommendations. FDOT will closely coordinate the construction schedule with the City, and has been coordinately with the Capital Improvements Program Office for the South Pointe Phases II,  IV, and V Construction Project.

The Fine Arts Board
 
The Fine Arts Board is responsible for reviewing and certifying 100s of artist street vendors and also assists with planning the Miami Beach Festival of the Arts, which will be held this year on April 9th through April 10th.The Board was instrumental in assisting the Tourism and Cultural Development Department in planning and presenting the 36th Annual Miami Beach Festival of the Arts held last January. Jamie & Jared Dokovna 
 
Although not born and raised Miami Beach, Jamie and Jared Dokovna have definitely made Miami Beach their home.  They love living in our great City and have certainly made the most of all it has to offer. 
 
Jared Dokovna was born and raised in Brooklyn, New York.  After finishing law school at the Benjamin Cardozo School of Law, Jared moved to Miami Beach in 2004 and took a job as a state attorney.  There, he worked his way up to the career criminal division before leaving to start his own law practice on Miami Beach.  Jared handles litigation with an emphasis on criminal defense law.  He is also a member of the Police Citizens Relations Committee.
 
Jamie Dokovna, an Ohio native, has lived on Miami Beach since 1999.  She moved here in 1998 to go to school at the Miami University School of Law.  Jamie is an attorney at Becker & Poliakoff.  She handles commercial litigation claims with an emphasis on employment and employment litigation.  Jamie is also a member of the Fine Arts Board and currently serves as its Chair.

One of the most earth-friendly household chemical replacements is baking soda!  Use it to clean just about anything; Make a paste and use it as a fabric spot remover; on your countertops and stovetop; and the bathtub and sink.  To clean the dishwasher, run a cycle using baking soda. You can also wash chemicals and pesticides off of fruit and vegetables by dissolving a few teaspoons of baking soda in bowl of water. Message from Michael

Dear Friend & Neighbor, 
 
As I reflect upon December's message, I smile thinking about all the wonderful memories created over the past month.  It was indeed a blessing to have my entire family together on Thanksgiving to share a wonderful dinner with friends and family at my father's home.  I also thoroughly enjoyed being a part of so many wonderful events over Art Basel - some of which are photographed below.  Although somewhat exhausting, I enjoyed visiting so many of the wonderful festivals including Art Basel, Design Miami, Zoom, Hello Kitty, Haiti Art Exhibit and more.  A particular highlight was meeting and presenting the Key to Miami Beach to the amazing Isabella Rossellini at the Wolfsonian Museum.  It was truly memorable.
 
This past month also saw the City of Miami Beach hold official ribbon cuttings opening Collins Park which has solidified itself as an art center for our city.  That same day I toured the Bass Museum and saw a wonderful exhibit titled "Faces" which was produced by the parents and PTA at South Pointe Elementary to capture images of the students on film and teach them about art and photography.  We also saw the ribbon cutting of the off-leash dog park on Washington Avenue and 2nd Street which was attended by many residents with their pets and was a joy to see the dogs having such a good time.  I also got to see the commemorative bricks and honors throughout the park including the monument left by my friend (and resident of the month) Carla Probus in honor of her mother.
 
During this holiday season, I was thrilled to be invited to wish all a Happy Hanukkah at the lighting of Lincoln Road's historic Menorah, constructed each year by Roger Abramson.  I also co-hosted the 4th Annual Toys for Tots benefitting children at Miami Children's Hospital along with Omar Gonzalez (who coincidentally just graduated from college - congrats Omar)!  The event was an amazing success as you can see in the photograph below.  Our team of co-hosts helped collect over 500 toys to ensure that no child spending their holidays in the hospital is left out of the holiday spirit.
 
This month, I have also enjoyed visits to each of our senior centers and "comedores" throughout Miami Beach to spend time with our seniors and sponsor a holiday reception in their honor.  They remind me of my gratitude for always having a wonderful and supportive family...and extended family...to spend the holidays with.  I find great satisfaction in sharing time and creating holiday memories with those who may not have their families nearby.  This week happens to be my godson Anthony's 9th birthday and I want to wish him a very happy birthday as well!
 
Even as the City of Miami Beach slows down this week, there are a slew of holiday parties and happenings throughout our festive City.  I hope to see you at one or several of these great events!  We can try to help each other stick to our diets during this season of food, fun and friends.  As always, Diana and I remain committed to delivering quality city services year-round, and we wish you and yours healthy, Happy Holidays and much love.

Bass Museum Awarded $100,000 Grant from Knight Foundation- On Monday November 29, the City’s Bass Museum of Art was awarded a matching grant of $100,000 from the John S. and James L. Knight Foundation in support of three one-year curatorial fellowships in contemporary art. Bass President George Lindemann accepted the award from Alberto Ibarguen, President and CEO of the Knight Foundation, at a gala ceremony last night at the Arsht Center’s Knight Concert Hall. The Bass’ curatorial fellowship program was designed to foster dialogue within the Greater Miami Arts Community. This project will offer hands-on training to emerging curators or recent Master of Arts graduates. 
 
Message from the Miami Beach Coalition for a Drug-Free Community- As the Holidays approach, the Miami Beach Coalition for a Drug-Free Community (MBC) would like to wish you and your family the happiest and safest of Holidays. It’s important to remember that along with the Holidays, there is often more alcohol available at many of the parties we all attend. Please know that research has proven that alcohol can damage an adolescent’s developing brain. Teens who use alcohol and other drugs have a much greater propensity to do things they might regret – driving while intoxicated, getting in cars with friends who have consumed alcohol, getting into uncomfortable sexual situations, not doing well in school, among others. And, the fact that alcohol can damage a developing brain is serious. We know it’s not always easy to know what to say to your kids about these issues. We also know that if parents do not talk to their kids, others will. Good information and boundaries are better set at home. At MBC, we encourage healthy and consistent conversations about alcohol, tobacco and other drug use. City Awarded $200,000 Grant from the Knight Foundation for “Sleepless Night”- The City of Miami Beach Department of Tourism and Cultural Development was awarded a matching grant from the John S. and James L. Knight Foundation in support of “Sleepless Night,” which will occur next November 5, 2011. We should be extremely proud because this grant was one of only 27 projects that were funded out of more than 950 proposals for the Knights Art Challenge, and it was the third largest grant awarded in this year’s program. Sleepless Night was created by the Cultural Arts Council (which counts cultural marketing as one of its primary concerns) to strengthen our reputation as the region’s prime cultural tourism destination. The highly successful international Nuit Blanche model (which first appeared in Paris in 2002) was chosen because it offered the opportunity to reach all of the diverse populations of South Florida, and to create community by removing the barriers that often disenfranchise some segments of the populations. Land Use and Development Committee & Neighborhoods/Community Affairs Committee  
 
Land Use and Development Committee- As Chairman of the Land Use and Development Committee, I would like to keep you updated on what occurred at the last meeting which was held on December 13, 2010:
 
1)      Discussion on the Issuance of a Request for Proposal (RFP) to Develop a City-Wide Transportation and Parking Plan – The issue was deferred to the Land Use January meeting at the request of Commissioner Tobin 
2)      Discussion To Tighten the City Ordinance Involving Conditional Use Procedure for Second Hand Stores- The issue was discussed and forwarded to Planning Board to address a proposed ordinance making second hand goods (non-apparel) Conditional Uses where permitted.
3)      Discussion Regarding RM-3 Districts and Requiring Any Transient Rental to Comply with State and City Law, Sales Tax Being Paid and Guests Being Registered in Occupancy at a Front Desk Operation- The issue was discussed and it was determined that the code can't really be changed to address this, but Finance Department is directed to have the Resort Tax auditors pay special attention to those privately owned condo hotel units not fully accounted for in hotels resort tax filings.
4)      Lessening the Intensity of the I-1 District- The item was discussed at length, and continued for staff to work on the preparation of a more comprehensive approach to the issue and to be brought back to Land Use when ready
5)      Alton Road Historic District Buffer Overlay- After a lengthy discussion, the issue was deferred to the Land Use January meeting
6)      Ordinance Providing a Recycling Program for Multi-Family Residences and Commercial Establishments- They moved for the Administration version to be sent to the Finance Committee
 
Neighborhoods/Community Affairs Committee- Please find below a brief update on what occurred at the last Neighborhoods Meeting held on December 14:
 
1)      Discussion Regarding Whether the City Should Have A General Standing Rule to Waive Certain Fees, Such as Parking and Other, Related to Reconstruction of Private Property Damaged Due to a Severe Storm Event or Similar Nature Event- The item will come back to the Neighborhoods Committee for clarification
2)      Status of Technology Recommendations in the Transparency, Reliability, Accountability Committee (TRAC) Report- Item deferred
3)      Status of the Jerry Moss and Luis Hernandez Memorial Plaque Placements- Status was given on the Jerry Moss plaque and the design and location is pending the completion of the new tennis center construction at Flamingo Park; Status was given on the Luis Hernandez Memorial Plaque which is that the Art in Public Place committee’s approval is pending submittal of plaque information
4)      Discussion Regarding the Placement of a Plaque on the Boardwalk in Honor of Norman Ciment- Item passed and referred to City Commission for Action
5)      Discussion Regarding the Renaming of the Handball Courts at Flamingo Park to Richard Bower, Mayor Bower’s Late Husband- Item passed and referred to City Commission for Action
6)      Discussion the Placement of a Small Plaque at the Bus Shelter Located in Front of 3801 Collins Avenue in Memory of Mr. Harold Tillman and Recently Passed Away- Item Passed and referred to the City Commission for Action
7)      Discussion Regarding An Amendment to Increase the Membership on the Disability Access Committee (DAC)-Item Passed
8)      Discussion Regarding an Ordinance Amending Chapter 70 of the Miami Beach City Code Entitled “Miscellaneous Offenses” By Amending Article III, Entitled “Graffiti’, By Amending Division I, Entitled “Generally”, By Amending Section 70-126, Entitled “Responsibility of Property Owner(s) to Remove Graffiti: Graffiti Removal and Notice; Enforcement,” By Amending the Responsibilities of Property Owners with Regard to the Abatemennt of Graffiti and Amending Enforcement Provisions- Item Moved to City Commission for 1st and 2nd Reading
9)      Discussion Regarding What to Do With the Off-Leash Area for Dogs During Construction of the Public Art Project by the Artist Tobias Rehberger in South Pointe Park- Motion made to opt for Option B as a temporary solution 
10)   Discussion Regarding Restructuring the Safety Committee- Item Passed after brief discussion as the item was finalized at the December Commission meeting
11)  Discussion Regarding the Issue of A Parking Problem by the Hebrew Academy- Legal and Parking Department to provide additional information and report back to the Neighborhoods Committee
 
City Committee of the Month
Miami Beach GLBT Business Enhancement Committee  
 
City Committee of the Month- Miami Beach GLBT Business Enhancement Committee- Dale Stine was appointed by Vice Mayor Góngora to the GLBT Business Enhancement Committee and provided our office with this report on the committee:
 
I was very excited to have been appointed to the GLBT Business Enhancement Committee this past year.  I came to the table knowing that the group had a reputation for making things happen and that having "big shoes to fill" isn't just a catch phrase but also a commitment to being pro-active in ways that may not seem as dramatic and far-reaching as the creation of Miami Beach Gay Pride.  The committee serves as an important link between the GLBT community and the goings-on in and around City Hall.
 
In the last few months, we have seen a resurgence of GLBT businesses opening on Miami Beach and the trend seems to be burgeoning, both in ways specific to the community itself and in ways that open us up to more mainstream viability.  I say this because I see all things as connected.  I believe we are now beginning to reap the fruits of having opened up a safe space for dialogue between city officials and representatives from our community who sit on this committee.  In addition, we are in regular dialogue with all other GLBT organizations on Miami Beach, continually seeking new and improved ways to work together in bringing all things gay into a cohesive collective.
 
One of the most important initiatives that have arisen from the committee is a strong focus on the relationship between the GLBT community and the Miami Beach Police Department.  With Detective Juan Sanchez on the committee, we now have a direct line of communication with the MBPD.  Detective Sanchez has been working tirelessly in training the department on Hate Crimes management and we are beginning to see signs that Miami Beach is once again flourishing as an GLBT travel destination.  With that in mind, Sanchez is also working to deliver an anti-bullying training to Miami Beach employees as well as already having updated the Hate Crimes section on all police reports.
 
On a lighter note, the committee has been instrumental in the proposal of an ordinance which will allow extended bar hours on key GLBT weekends.  The Land Use Committee voted unanimously and the ordinance will be presented to the City Commission for an upcoming vote. Among other issues and projects we have addressed on this committee are those of Senior Housing, GLBT Teen Suicide prevention and methods for increasing our visibility in the business community at large.  In other words, our agenda remains focused and single-minded…..well, with the exception of some inevitable friendly bickering from time to time…..who knew Rainbow Flag stickers could be so controversial amongst ourselves? In any case, we aim to carry out our mission and that mission continues to be this:  ENHANCE……period.
  
Resident of the Month
Carla Probus 
 
Resident of the Month- Carla Probus- Carla Probus has been a resident of Miami Beach for the past five years. She is the current Vice President of the SoFi-K9 organization. In her capacity, she helped raise over $40,000 for the 2nd and Washington Dog Park including a $10,000 personal contribution. As the Vice President of the SoFi-K-9 and the mother of 4-year-old beagle, Savannah, she was a contributing asset in assisting the City of Miami Beach to obtain the off lease hours approved by Miami Dade County. Carla also works very closely with the SOFNA mothers group and was instrumental in obtaining 3 stops sign for the South of Fifth neighborhood. Last holiday season, Carla was focused on assisting the elderly population. She collected canned goods and donations for the elderly of Miami Beach. Carla went above and beyond by personally purchasing a stove for a needy elderly couple. This holiday season Carla turned her attention to needy children. She assisted the Miami Beach Police Department with their Annual Toy Drive. She was able to raise over $1000 and collected numerous toys for the toy drive this year.   Carla is extremely passionate about her South of Fifth neighborhood and is dedicated to enhancing the neighborhood. She has assisted several groups in organizing successful beach clean ups for the South of Fifth beaches. Keep up the good work Carla!

One of Miami Beach’s sustainability goals is to encourage environmentally friendly programs citywide. In 2007, the Miami Beach Parking Department led the green movement when it introduced parking incentives for hybrid and inherently low emission vehicles (ILEV) vehicles. The program provides discounts on parking decals and reserve spaces in selected public garages for these vehicles. While the incentives were expanded the following year, only 84 hybrid “Citywide” parking decals have been sold since the inception of the program. Recently, the City Commission approved yet more incentives for “green” vehicles. Qualification for the program has been expanded from currently requiring an HOV vehicle registration, to having a rating of six or higher by the Environmental Protection Agency (EPA) or “Smartway” designation. Essentially, this increases the number of vehicles that may participate in the incentive program. Nearly 200 vehicles now qualify for the incentives. Hybrid parking spaces have also been added at the 42nd Street Garage from six spaces to 13 spaces and new spaces are being introduced at the 7th Street  Garage(seven spaces)  and 13th Street Garage (three spaces). A “hybrid” citywide parking decal, which is honored at all on-street metered spaces anywhere in the city, is available for $100 per year. Dear Friend & Neighbor, 
 
I hope this message finds you well.  With Thanksgiving upon us and Art Basel right around the corner, this is my favorite time of year in Miami Beach.  A virtual cornucopia of events adorns our fair City including a display of pink snails descending upon our island!  2010 promises to be the biggest and best Art Basel yet with Design Miami being held across from the Miami Beach Convention Center.  Don't miss it!

November was very active with many committee and resident meetings as well as beach clean-ups and senior center visits.  We also just concluded a difficult Commission meeting where we considered whether to confirm the hiring of an Acting Building Director who was hired without the consent or input of the Miami Beach Commission. I voted not to confirm the hiring as a matter of principle. As your Commissioner, it is my responsibility to be actively involved in the hiring decisions of key City of Miami Beach staff, especially in a department as important as the Building Department.  I will continue striving toward a customer friendly, state-of-the-art Building Department representative of a world-class City such as ours. 

Last week I had the opportunity of walking Miami Beach's Veterans Day Parade.  I want to take this opportunity again to applaud all those who participated in this event and especially recognize those veterans who have given the best of themselves to protect us, our families and our freedom.

Speaking of families, this week marks 50 years that my grandparents and father came to the US fleeing the communist regime in Cuba.  I am fortunate to have been born in this Country where I have enjoyed the privilege of being raised in a democracy.  Here, it is possible to be the child of immigrants and claim the opportunity of living the American dream.  My family always taught me to appreciate the open arms which the US received them with and the opportunities this Country has provided.

God bless you, your families and our great Country during this holiday season.  On behalf of Diana, my family and myself...A most joyous Thanksgiving to you and yours.

Miami Beach Pretty in Pink: An Art in Public Places Installation- From November 2010 to January 2011, forty-five huge snails will make a new home in Miami Beach, courtesy of international artistic collective Cracking Art Group and Italy's renowned Galleria Ca d'Oro. Part of the global sensation known as the REgeneration Art Project, the Miami Beach snails will be the series latest and first US-based installation. Strategically placed throughout the city, this engaging public art series is designed to inspire a community-wide conversation about the importance of recycling and its environmental impact, while leaving a potent artistic trace on the Miami Beach community. Embracing bold, unexpected visuals (And what does one call several oversized snails in the middle of Miami Beach if not unexpected?), the REgeneration Art Project has developed an international following by placing large, colored animal installations in a variety of unusual spaces worldwide, including Paris, Milan, Rome, Venice, Torino and Prague, to name a few. The snail was selected as a symbol of nature created from recycled, artificial material, with a minimal carbon footprint. The event will encourage Miami Beach residents and guests to re-examine existing perceptions of urban life, and inspire all of us to play with our cities, to mentally and physically - rebuild them in other words, to REgenerate them - into more healthy and animated environments.  

Miami Beach Promotes Recycling- Celebrate America Recycles Day on Sunday November 21 between 10:00 am and 3:00pm on Lincoln Road at the Euclid Circle. Representatives from the recycling industry, non-profit environmental organizations, Miami Dade County and City of Miami Beach will have informational booths, free giveaways, collections, workshops, and presentations and fun, educational activities for children. The Miami Beach Public Works Environmental Division is a leader in environmental management. Miami Beach Brings Home the Gold- The City of Miami Beach brought home the “Gold” this week at the 2010 International Awards for Liveable Communities (LivCom), an international competition for local communities that focuses on environmental management and creation of sustainable cities. Other gold award winners include Odense Municipality, Denmark and Dongcheng District Beijing, China. In the competition’s whole city award, Miami Beach was judged on several categories including: Enhancement of the Natural and Built Landscape; Arts, Culture and Heritage; Environmental Best Practices; Community Participation and Empowerment; Healthy Lifestyle; and Strategic Planning. Launched in 1997, and endorsed by the United Nations Environmental Program, the LivCom Awards are the world’s only awards competition that focuses on best practices regarding management of the local environment.

UNIDAD Provides Monthly Legal Guidance- Every first Wednesday of the month, UNIDAD has lawyers that provide legal guidance to the community. It is on a first come first serve basis. Port of Miami Tunnel Project Update -The Transportation and Parking Committee met on November 1 and were provided with an update on the project.  Please read the update highlights below regarding the Port of Miami Tunnel Project:
·         November 15: McArthur will switch over; current roadwork is to push Jungle Island Trail to south, taking McArthur Causeway and moving it approximately 30 feet to south- two ( 2) lanes, keep current capacity.
·         Goal: Use Monday/Tuesday (least amount of traffic) starting at 8pm, working until 6am and ideally have seamless transition in the morning to new McArthur Causeway
·         Reason so much work going on: Drill machines- two (2) of the largest drills in the world-drilling down, creating walls for launching pad for tunnel boring machine.
·         When McArthur is moved, most equipment will go into median; as you come off McArthur (heading east), all work taking place, will be on the right.
·         Jungle Island Road is complete; next step is to move McArthur Causeway.
·         Currently, elevated road seen will be the McArthur- need to keep same type of width throughout whole transition
·         Hourly transition schedule provided (Contact Vice Mayor Gongora’s Office for the schedule)
·         Eastbound lane will be repaved for McArthur, currently milling westward lane; repaved most egregious part, where emergency lane was located
·         Other area not paved, still have utility work taking place  (westbound lane, barriers up to line); as soon as utility work is done, will repave and restripe.
·         Main focus is on seamless transition into McArthur.
·         Received two (2) change orders from FDOT:
1.      Expand bike path on eastbound lane- continuing bike lane
2.      Investigate solutions in case truck misses tunnel
·         New earth-cam/traffic cams can be accessed via website: www.portofmiamitunnel.com
 
City Committee of the Month
  Community Relations Board
 
The Community Relations Board is currently working on two projects: the Peace Pole Project and the Continuation of the S.M.I.L.E (Service, Manners, Ideals, Leadership, and Excellence) pass it on Pilot Program.  The Peace Pole project was started by the World Peace Society dedicated to uniting people across the World through the universal saying “May Peace Prevail on Earth”. To date, more than 200,000 Peace Poles have been dedicated in over 190 countries. The Peace Pole will be permanently placed in the City of Miami Beach Botanical Garden. The Peace Pole needs to be incorporated into the renovation plans and Laura Jameson, the Executive Director of the Botanical Garden will be working with the landscape designer to see where the pole will be best placed. The S.M.I.L.E (Service, Manners, Ideals, Leadership, and Excellence) Pilot Program was recently introduced to the City Commission by Brad Fleet and Barbara Montero at the November City Commission Meeting. The S.M.I.L.E pass it on is a program sponsored by the Community Relations Board which fosters civility and kindness to the community through presentations/workshops and promotional material. Some of the other future activities for the Community Relations Board consist of continuing to hear complaints/grievances on allegations of discrimination on the grounds of race, religion, economic status, ethnicity, sexual orientation, gender, age or handicap; continue to invite guest speakers to educate the Board on issues that are relevant to the work of the Board and its ongoing projects. Resident of the Month
David New 
 
David New lost his sight in the prime of his life. As an entrepreneur and a dedicated member of the Miami Beach community, he was dealt a devastating blow. What for most of us would be unimaginable became David’s new reality. Rather than hold him back, blindness inspired and unleashed David’s passion. His frustration with the lack of city services for the disabled led him to be Chairman of the Miami Beach Disability Access Committee. His dedication to improving the lives of the disabled through improved awareness, increased acceptance and better innovations also inspired him to create Ability Explosion. Ability Explosion is a weeklong series of special events held in historic Miami Beach and created for the enjoyment of the entire community. From “Lights Out Miami Beach” (A Dining in the dark experience) to the Crunch 5k Run, the mission of Ability Explosion is to celebrate the diversity of people with disabilities while promoting innovations that will improve their lives.

Residential Recycling Miami-
 
Dade County Recycling Ordinance No. 91-123 requires that all rental property owners and condominium associations in Miami-Dade County provide recycling programs to their residents. The City of Miami Beach provides recycling services to those single-family homes and buildings of 8 or fewer units who contract with the City for waste service.
 
Owners/Condo associations of Miami Beach who reside in a building with more than 8 units (multi-family) are required by County Ordinance to hire, by means of a contract, a private hauler for their regular trash pick-up, recycling and bulk pick-up.
 
Owners/Condo associations may choose from the four companies below that are authorized to operate as waste haulers (including recycling) on Miami Beach or they may chose any other licensed recycling hauler to provide recycling service:

Single-family home or condo owners with 8 units or less, may contact the CMB Finance Department (Utility Billing) at 305 673-7440 to determine property eligibility for City service, which includes recycling service.
 
Commercial Recycling
 
The County Ordinance also requires that owners of commercial establishments in Miami-Dade County provide a recycling program for their employees and tenants, using the services of an authorized waste hauler or private recycling hauler.  The program must recycle three items from the following list of ten: high grade office paper, mixed paper, corrugated cardboard, glass, aluminum, steel, other scrap production metals, plastics, textiles, wood.
 
In addition, the City’s four franchise waste haulers (listed above) are now required to contact all their clients (multi-family and commercial) within the City of Miami Beach and offer recycling services. They are required to report to the City who has declined the recycling service, and the City then reports this information to the County for enforcement action. Beginning in August 2010, the County has begun proactive inspections based on this information provided by the City and the waste haulers.

Message from Michael

Dear Friend & Neighbor, 
 
Season is upon us as we can see by the number of social and philanthropic events happening throughout the City.  Recently we have seen Funkshion Fashion Week as well as a number of other events happening throughout Miami Beach.  This weekend will be Halloween and included in this newsletter is a number of family friendly events happening throughout our community.  I encourage you to attend and be safe! I have also included information about an event which I am serving as Honorary Host - Nightmare on Lincoln Road raising money for the Little Lighthouse Foundation.
 
I am pleased to report on the events of the Miami Beach Commission meeting on Oct. 27th.  The Commission voted on several important items including finalizing approvals for the New World Symphony and naming the adjacent part the Miami Beach Sound Scape.  Expect a January 2011 opening!  This should be an exciting new attraction for tourists and locals alike.  In addition, the Commission passed a more restrictive leaf blower ordinance which I have been working on for several months.
 
I hope you enjoy the monthly green tips included in the newsletter.  As many of you know, when elected in 2006 I created and chaired the City's Green Committee which is now the Sustainability Committee.  One of the first orders of business of the Green Committee was for the City of Miami Beach to create a Sustainability Plan.  The Sustainability Plan is finally coming to fruition but I seek input and guidance from you as we set the course for Miami Beach's future.  I hope to share more details of this plan with you in the coming months.
 
It is with some sorrow that I report on the recent losses of GLBT youth who committed suicide due to bullying and other forms of harassment.  I pledge to work harder to eradicate this hate and bigotry from our society.  I am also saddened by the recent loss of my friend David Wylie who formed and ran the website www.gaysofla.com.  David was a loyal and true friend and a tireless advocate on GLBT issues, including teen suicide.  David introduced me and others to the Trevor Project who works to counsel teens in distress.  David, you will be missed.  My participation in the Trevor Project event on November 2nd is in your honor.
 
Last, please remember that Tuesday, Nov. 2nd is Election Day.  Please remember to get out and vote!  If you have any questions on particular candidates, races or the ballot questions please don't hesitate to reach out to me.
